As per the recent changes, the process of registering a will in the UAE can be done online through video conference.
As of my last update, the Dubai International Financial Centre (DIFC) Wills and Probate Registry, provides one-of-a-kind video conferencing system for non-Muslim expatriates to register their wills. During the appointment, the testator (the person creating the will) would sign the Will electronically in the presence of two witnesses who would also sign electronically. It is mandatory for the testator and witnesses to hold their original passport during video call for verification. After this, the DIFC officer will sign and stamp the Will to register the Will with DIFC.
Similarly, Abu Dhabi Judicial Department (ADJD) also enables both Muslims and non-Muslims to register their Wills through online process. It is mandatory for the testator to hold their original passport and Emirates ID (if applicable) along with the copy of the Signed Will during video call for verification and registration of Will. The whole process is online and does not require testator to present physically at any point of time.
The authorities are keenly updating current rules and introducing new ones to accommodate the desires of the expatriates and to make the processes simpler and effective for the expatriates in the UAE.
